This leaves the general api (FieldInfo.attributes and SegmentInfo.attributes) broken for codecs, and only hacks a specific implementation that uses them. With or without the current boolean, if a numeric docvalues impl puts something in FieldInfo.attributes during an update, it will go into a black hole, because FieldInfos is write-once per-segment (and not per-commit).
