one reason, we don't use bouncer at the moment is that it don`t support ftp.

The other (and for me the most important) reason is, that we have no
direct access to the interface in order to make needed changes quick as
possible
(without involving other persons for this job).

If the second issue could be fixed (getting access to the interface) I
think we will find a way to offer the de builts on bouncer too.

The idea using GeoIP Sourceforge sounds good and could prevent longer
download times.
