I don't think that doing a simple/short/low-overhead/limited small update
in between the real releases is a new idea. Lazslo has done 12.0-u1:

They were done when it seemed there was enough interest in the patches. I
think that we may have notable improvements to the user experience of the
VS Code compared to 12.2, so it might be nice to deliver that to the users
sooner if we can. And the feedback from users using the (updated) extension
could also help improve 12.3.

If there would be some patches that we would like to deliver via the AUC to
the NetBeans IDE, I would certainly consider them for inclusion as well.

(FWIW, I am very happy about the 4 big releases per year, but I don't think
that prevents us from doing small update releases if there is a reason for
it.)

I think the reasoning is that we probably can improve the user experience,
and give the improved experience to the users sooner. It has an added
benefit that if something would be broken in this small release, we could
fix it in 12.3, and that would improve both 12.3 and the VS Code extension.
