So is one possibility to break out the bin zip into multiple zips to allow more 
independence between bin files?

What would it take for the CDDL code to be relicensed to AL2 and incorporated?

Not knowing enough about said components but could the in some way be extracted 
out in some way an published someplace (maven central, etc.) and made a compile 
time dependency in Netbeans which is pulled from repository at build time 
(maybe runtime)?
