Well, it is by me anyway.  I'd made the suggestion about
OpenIDE-Module-Java-Dependencies and ranges in the on-list discussion
on this already.

It would also be great if it could just be disabled and stay that way.

Thank you for those btw!  I think they're one of a number of key
things that give NetBeans 13 a much better OOTB experience.
