You can put in a PR to change the .htaccess at https://github.com/apache/netbeans-website/blob/master/netbeans.apache.org/src/content/.htaccess#L29 any time you're ready. No need to wait for release here IMO. In fact, we should consider 14 being done soon too, and definitely in advance of 14-rc1. We can probably move to have a blanket redirect soon, ie. Redirect 302 /nb/plugins/ https://plugins.netbeans.apache.org/data/ should work for all numbered releases? Just dev to consider.
