as an attempt to summarize the discussion so far:

Eirik: better to leave favorites closed since less important
Matthias: in favor as long Services tab stays open too
Chris: in favor, also for opening Favorites tab instead of Services
Neil: big +1, also for opening Favorites tab instead of Services

Neil did also comment on ASF#netbeans slack in favor for layout options B or C,
worrying about problems on small screens when three-column layout is used.

Me: I am in favor of opening it by default and ok with leaving Services closed 
(since
it became less useful over time).

please correct me if I interpreted something wrong.

the easiest way forward would be to clarify if Eirik means this as -1 or not,
if it isn't, we would have achieved consensus* for layout C which is essentially
the "minimum viable product" regarding this change request.

otherwise we might have to start a vote or drop this change entirely.
