The key thing is how things are with the *default* sizing of the left panel (I quite often run with it too small to fit). Have tried out a few devices using Reset Windows and opening Favorites. Even on my Chromebook, which is the smallest device I regularly use NetBeans on, the four tabs do show OK within the default space. My preference is still replacing Services with Favorites on the default list, from a usability / complexity perspective. But if that's blocked, and rethinking the layout is also not desired, then as long as no-one else can demonstrate a problem with the four tabs with default window layout then maybe go with that for now.
