Not trying to be awkward, but really don't see that parallel. An installer, particularly on Windows, is a binary executable not an archive surely?! I don't think it squares with "MUST only add binary/bytecode files that are the result of compiling that version of the source code release and its dependencies." I'd be interested in other opinions, particularly from mentors, on that.
