This has been resolved.  INFRA completed the ticket.

The following members of the community are listed in the Apache NiFi
(incubating) JIRA as contributors:

Bryan Bende
Dan Bress
Joey Echeverria
Michael Moser
Ricky Saltzer
Sean Busbey
Toivo Adams
Ryan Blue

As long as you're listed in there as a contributor you can assign
tickets now.  Sorry that took so long to get sorted.  Also, happy to
include other contributors who are interested in being able to do
that.  Just let us know.
