my comments below:

them completely from the system!
I'm not sure what is the best solution, but perhaps something like keeping BIRT
disabled as a whole component by default and just creating a build job that
enables it (through patching) for testing purposes whenever a commit happens in
trunk. This way we can think of BIRT sort of as an ON/OFF switch, either we
want it and let it override everywhere, or we don't want it and it is disabled
completely along with its data, widgets, and reports.
I'm not very familiar with your strategy or philosophy on this matter, or
whether I missed something important that compel us to do this reference in the
opposite direction. Please excuse me if I'm making comments while not entirely
aware of all the details.
