Precisely so. With GIT the chaos stays at its source until other players decide
it is worth pulling into their copies of the world. With SVN you get the chaos
of every committer whether you want it or not. (Note: this includes Brainfood's
chaos for anyone who wants to mischaracterize my comments as an attack)

At Apachecon, Apache's engineering and corporate leadership advised me that we
could move to using OFBiz to manage our issues instead of JIRA if we so desire.
