I think the important message for users is that languages can be added incrementally, as the translations complete. They are not tied to the main release schedule in the same way other product features are. It will probably be annoying to some users to see a language appear in one release, then not be on the next release date, but then appear a month later, etc. But this is a self-correcting issue. The more users who are annoyed by this timing the more potential volunteers we have to correct it. The trick is to advertise that we need volunteers on the NL page.
