If it's not that way already, I'd suggest using the method that MSO currently
employs: If the user encloses the filename with double quotes in the save as
dialogue, the auto file extension is ignored.

As far as I can see, that will also remove any capability to save a file
with an arbitrary user-specified extension. Before this change, the user
could disable the auto option and type any name.extension in the file
name box, and that name would be used verbatim. Once the option is gone
(always on), this will be impossible.
Is there any other way to save a file with a user-specified extension?
If not, there will be a significant negative impact on people who need
to export a file with a specific extension other than what OOo uses
automatically. E.g. a CSV-format data file as "data.txt".
A specific file name extension is sometimes required by downstream
processing and it will be a big problem for OOo users to comply with the
requirement if they have to save the file as "data.csv" then rename it
to "data.txt".
Would it be possible to have the "Save As" dialog use the name verbatim
if the user provides an extension?
