Using the "verified-closed" step to find broken
tooling/SVN/integrations/builds sounds weird, doesn't it? So, this
shouldn't be a permanent argument (though it might be a good one at the
moment), but only hold until the root causes are fixed.

You never can prevent that. If you verify->close the issue in mXX+2, you
won't find the reversal in mXX+4, anyway.
