To clarify things a bit -- we release *source* and *binaries*. So, thinking 
that we aren't "releasing" this files is not correct.

 or tar.gz is the most fundamental artifact the project is releasing. Our 
binaries are most often used, but they follow from the source. When verifying a 
release, I start from the source archives.

So, what is the license covering these files? IIUC, they are AL2. Is there a 
NOTICE file? If so, then I believe we may need to update our NOTICE file. If 
there isn't a NOTICE file, then we may be ok...
