The changes have been discussed on the mailing list [1] and there have
been several reviewers on the PR.
A TL;DR;
1. Readers should treat the values 1 and 2 as identical in the version
field in the parquet footer.
2. Encodings can be used with any page type.
3. Data page header V2 is supported by most implementations, but not
necessarily recommended as a default.
