Samuele, both yours and Matthew's talk cover fairly large topics, although Matthew's seems a bit more focused. I'll echo what Claude said about not being concerned about going _under_ time. Typically whenever I rehearse a talk the runtime is always longer than I expected and it becomes a matter of cutting content, I think this is a common experience for most speakers.
I was thinking about submitting a talk with some fairly broad topics about Akka/Pekko to introduce the project to the Apache community, but it would heavily overlap with what you're proposing and since you're further along in the process I'll defer to you and/or Matthew. If the two of you do decide to submit separate proposals and you're still interested in a collaborator then let me know.
