Perhaps I was too quick to suggest the implementation stage. There are two things:

First, we need an approval from Doug.

Second, it's a quite big job to do, because it requires a rehaul of the whole build system.

If Doug approves the idea. We need to discuss how this is going to be done. And then the work should be done in parallel with the existing build. And once completed and tested, replace the MakeMaker one that currently is in place.

DOOMED! or MakeMaker Is Dead!  Long Live Module::Build!".

Executive summary:
The architecture of MakeMaker is fundamentally flawed by having to use
an external build tool.  Further feature development is discouraged.
Use Module::Build instead.
