I think that the case for not hosting this in either ActiveMQ or Qpid
is that this effort is not actually targeted at wither of these
projects specifically... It is a project in itself to work on a useful
building block for AMQP1-0 implementations.  ActiveMQ and/or Qpid may
later choose to use this, as may any other project wanting to use
AMQP1-0.  Hosting within either of the existing projects may obscure
the purpose of this effort and confuse people in believing that the
work is associated with a particular broker/client.

Vendor independence really means not being hosted on a site operated
by one of the vendors involved. Apache (via incubator or otherwise)
clearly fulfills this criterion
