Just to clarify the logic here: A vote for option 2 is a de facto vote for the status quo. I see no reason to think that leaving the actual mailing list set up will actually make people change their behaviour. Voting does not usually have that effect. So, that being the case, some change is needed if we wish to change the way that people are actually using the lists. I (and I suspect Justin) don't think that the name "user" really corresponds to the new stated goal of the unified mailing list so I think deleting the dev list and in effect changing the name of user->discuss is the way to go. I note that in addition it will be very important to create a new mailing list/lists for automated mails as currently dev gets mail from Jira about all new issues. Those mails do not fit the charter of a discuss email list. So we need to create an issues@ mailing list too, and perhaps a builds@ mailing list for CI build results.
