Forgive me if I'm ignorant of any formal process for polls, but I'm
conscious that this discussion has been rumbling on for a while now.  Many
good points have been made.  By my reckoning, the tally is:

1. Remove the dev list entirely
==> 3 votes

2. Keep the dev list but only for traffic not relevant to users of the code
==> 7 votes

3. Keep dev list for some wider set of traffic (please specify criteria you
believe applies if selecting this option)
==> 0 votes

4. Remove dev and user.  Instead use discuss at qpid.apache.org.
==> 2 votes

At what point do we come to a conclusion?  Personally, I think we should
close the poll in 48 hours time.
