Initial commit of AMQP Management update.
Still required:
* Complete QUERY implementation
* Update objects with correct set of standard management operations for
GET-OPERATIONS
* Provide mechanism to get effective rather than actual values
* Provide an additional argument to every operation (with 1 or more arguments)
to indicate "arguments in body" - to allow for the case where the arguments are
of a complex type
* Better handling of operation responses - in particular complex content
* Decide how "secure" attributes should be handled
* Operations on the management node for equivalent functionality to that
exposed by the MetaDataServlet for the REST api
* Some way of providing events / updates / notifications (requires spec work).
