So most arguments to operations go in the header... One issue with this is that
the values in the header (or rather the application-properties section) can
only be of "simple" types (no lists and maps), so to ensure that such values
can be used in the created entities, the decision was made to place attributes
in the header.
In general the definition of "operations" on an entity talks about arguments
which go into the header (and such information is discoverable through the
management queries). The management spec says nothing (nor does it currently
provide any mechanism for discovering) the form of the necessary message body
for a given operation.
