I was influenced by ManagementNode#performCreateOperation implementation.
The attributes to the CREATE operation are passed as part of the message body.
I think of {{actuals}} as an argument to READ, so I did it the same way. As
an aside, in AMQP management are there any restrictions (or naming conventions)
about how the header can be used?
