[~k-wall] : Any particular reason to put the "actuals" attribute in the body of
the message rather than the header? In general I think we'll need to
generically add a "attributesInBody" header attribute to allow the attributes
of operations to be passed in the body rather than the header, and maybe we
should be relaxed about looking in both places... but having this in the header
by default would seem more natural to me.
