Restart dint help.  Although Serkan's reply made me look at how Ant was
getting invoked.

I see this warning that tools.jar is missing:

Unable to locate tools.jar. Expected to find it in C:\Program
Files\Java\jre1.8.0_251\lib\tools.jar


I am pretty sure this is related to this issue.
