What about the Neural Search contribution I am working on: https://github.com/apache/solr/pull/476 ? It's pretty much done and low risk (just waiting for some additional review, but I hope I fixed most of the concerns found so far). To me, it could easily be on 9.1 but the fact that is completed could spark some discussions about including it in 9.0 or not :)
