The branch freeze has been quite short; I recall it lasting a week in the past. Furthermore we have a 9.11 RC in progress; not sure we've ever done concurrent releases either. I think there may be problems from that with changelog management. Post-release of 9.11, I *think* this truncates "unreleased" changelogs off of main/branch_10x.
