That indicates a local SpamAssassin misconfiguration. The default score of
URIBL_DBL_SPAM in the distributed rules is 2.5, and it is not subject to
nightly rescoring. 

It is intended behavior for SA to be as aggressive in URI detection as any
common MUA that makes URIs 'clickable." This results in over-detection and
occasional collisions with listed domains, so arbitrarily setting the scores of
URIBL* rules to levels higher than the spam threshold is a recipe for false
positives.
