The chief problem is not the 1 point for deep XBL, but the reuse of existing
rule names. They've been switched from extremely low FP to high FP rules. 

The problem with this is that people may have used these rules in local
meta-rules or have redefined their scores. RCVD_IN_XBL has a default score of
only 0.375, so is a good candidate for rescoring. IMO everyone should either
increase that score  or set it to zero.
