That is wrong. Rescoring *ANY* URIBL above the local threshold is a surefire way to boost false positives. For example, the mail sent *WITH YOUR BUG COMMENT* hit URIBL_DBL_SPAM, because you mentioned the miscreant domain in the body. SA is designed to be as aggressive as the most aggressive MUA at identifying possible URIs in a message. That means it matches strings which are not in fact URIs and so checks strings as "domains" which are not in fact domains in context of the message. Beyond that problem, the reference to an evil domain in an actual URI in email does not always mean that the email is spam.
