Interesting, I'd move 1.2.x up with 'Current Versions' -- it's not a release. But 1.2.x is not being given preferential treatment. The 'Struts 1' link on the menu goes to http://struts.apache.org/1.x/index.html which is devoted to the 1.3 line.
