A user's opinion here.
Getting TomEE to be JEE 7 compliant is a big obstical whereever I go.
So releasing a 7.1 before 7.0 is JEE 7 compliant would lead to a big need
of explenaiton.

People I talk to will not touch TomEE before it is JEE 7 compliant.
