Also preemptive note, despite that “72 hours” has been in all the vote threads, 
we’ve always left votes open longer to ensure everyone has time to give 
feedback.  So I’m hoping the response is not “you have 72 hours to do this” as 
they’ve historically been done by the release manager.

Can we consider this a preview release and execute the diffs, rat reports and 
ensure our LICENSE and NOTICE files are up to date?  Or at the very least pause 
this vote till that stuff is done.
