Interesting.  About the tabs... I think we can create tabs ad hoc; they
look like simple URLs in the .vm page. 

(One dark night we can try things out.)

Why not let's think about a tab arrangement as Apple has it:
<http://www.apple.com/>.  I love their site, usually, and they cater
both to users and developers.  

The logic: 

Top tab layer as now
bottom line of links.  

So, for us, the bottom line could have all the key links we think people
should have available to them.

then the centralizing picture--download-free--

then whatever box for text related to events, people, etc.; essentially
less important than the other elements.

As to the NLC groups:  they are not just OOo that has been translated
but as Sophie pointed out are actual communities.   eg, 

<http://ja.openoffice.org/> or
<http://nl.openoffice.org/>

So, I'd rather have, say, the NLC icon & pulldown in the banner, if
possible,
