I really can't understand this, unless he is following some strange path
on the site. On http://download.openoffice.org/other.html you can
uncheck "Include the Java JRE with this download" and get the version
without JRE (even when it doesn't exist on mirrors, like for Italian,
but this is a separate issue!).

Yes, this is true but if you just click the Download button from the
home page you get the JRE and NO options.
And you needn't actually install the JRE if you download a "with JRE"
package: you can uncheck it if you choose the custom/advanced
installation option.

of only distributing properly packaged (not the current ones) with-JRE
