My opinion: in download.openoffice.org main page there is an "Installtion Instructions" which references the 2.x Setup Guides for all platform, and there is a "User Guides" link. I think it would be nice to either add the "Setup Guides" link to the "User Guides" page, AND somehow explain what it is, or something.
I think the small mess got to do with the structure of the document, which somewhat looks like a draft. The date at the beginning does not help to improve the document's "image", even if they are true. :-) It also might need a little graphical touch to it, as the specifics and details are covered in the PDF. To be honest, the instructions in the new Setup Guide for 3.x are more clear than this page. Still a discussion that should be held in documentation though, which you are welcome to join :-)
Anyway, I have actually found the Setup Guides invaluable! So it would be nice to keep them.
