I would chose the Open Clip Art Library:

Yes, that's a great source of clipart.... but the question is, how
easy is it to download clipart from there and import it into OOo? Is
it simple enough for the average user to do? Does it involve a complex
process, and if so, is there some way we can make it easier for users?
(Sorry, I seem to be asking more questions than usual these days :) ).
That's my only concern. [...]
The simplest way to include clipart is to use gallery themes IMHO.

André Schnabel created such themes as extensions and included them in
the German PrOOo-Box:

I found some other galleries in the extensions repository.

I'd prefer a starting point on our website (or wiki) with a link to
openclipart.
People providing finalized gallery themes for OOo should be able to
upload them quite easily.
These might be at the extension website or as a new category of the Art
Project Galleries.

I don't know if it's trivial or standardizable to create an .otx
extension from a gallery theme - if so, I'd prefer the Art Project as
starting point.
Best regards
Bernhard
