It follows the style of the action statements on the homepage - feel
free to comment, update, etc. An alternative might be to enable a
drop-down on the homepage like we have for the download action
statement, and then let users jump on from there (however, we'd still
need a page like the one I made for those that don't have JavaScript
enabled).

Do I get it right that the idea is that this page is linked from the
home-page? (didn't follow the thread in detail)
Since dictionaries are a popular item, maybe it would make sense to make
a separate linkt directly to
http://extensions.services.openoffice.org/dictionary .
