I am sure an abridged version for newcomers would be really helpful.
It going to take a while to go through that document.
You don't need to understand all of them at once, but you may need to
skim the guidelines.
"Don't worry too much about it though---once you've done a few packages
and a few reviews, you know where to find the info."
