I recently ran into a bug with dnf where reposync and repomanage don't
agree on what "new" means, filed a bug against RHEL 9 (where I ran into
it), and the response was that it wouldn't be fixed but it would be kept
in mind when developing that functionality for dnf5.  So from that, and
a quick look at the dnf5 packages in F38, I guess neither has been
implemented yet.

I use that in several places to keep local copies of repos, so that
missing is a problem for me.
