Because Fedora Flatpaks are built from RPM packages.
While Fedora Flatpaks are built from the RPM packages, Flatpak
definitions also stored in the Fedora dist-git. This means packager
group membership requirement is also used to grant them access to those
dist-git repositories.
In my opinion, Fedora Flatpak maintainer could be a maintainer of the
flatpak they build even if they install other RPM packages. This does
not require them to be RPM package maintainers.
However, they still need to be a member of the packaging group.
Technically, we can add a different group for all flatpak maintainers to
be member of.
