If not, does it make sense that Flatpak maintenance is tied to RPM
packaging group membership?
Because Fedora Flatpaks are built from RPM packages.
I understand that part, but it seems like creating a flatpak for
software already packaged in Fedora is a lot more approachable than
building RPMs. And even if that weren't true, there's a fairly high bar
to joining the packagers group at this point, because an interested
contributor needs to find something that they care about enough to
maintain, which isn't already in Fedora's collection... an increasingly
difficult task. Both of those things are barriers to bringing in new
maintainers to focus specifically on flatpaks.
It seems to me that if we want to promote Atomic desktops, we need to
recruit more flatpak maintainers, and that's a lot easier to do if a
prospective flatpak maintainer needs to demonstrate that they understand
maintaining flatpaks.
