"The postcode dataset" is, as its name suggests, a dataset of postcodes. The
Postcode Address File (PAF) is a dataset of addresses, much larger than a
dataset of postcodes; it is not "the postcode dataset" (Royal Mail provide
"PostZon", which is a postcode-only cut of the PAF). As with Matt's reply, I
too read the subject and had to then read the fine details to see what it was
you were talking about, because GB's "postcode dataset" was opened up back in
2010:

A dataset of postcode centroids is already freely available, and saying "Please
ask the Minister to open up the postcodes now." is misleading, because the
Minister will write back and say "The postcodes are already open". The body of
your web page doesn't mention postcodes once (which is fair enough, as you're
asking for addresses), so I'm just not sure why your headlines refer to
postcodes.
