Force a user to access with SSL ?

Another point is the access of the webpages with or/and without SSL.
As the system administrator I would like to force the user depending of the
pages (ibays / webmail etc) to access the site with SSL.
Is it possible to get a choice like the CGI-ACCESS box to enable
(1) open access
(2) only with SSL (for example webmail should never without)
(3) both ?
