Almost - I18N stands for InternationalisatioN - count the letters between
I and N :-) L10N stands for LocalisatioN (substitute z for s for en_US :-) ).

The standard way is through "gettext()" which is a library call. It
takes a string as an argument and returns that string localised to
your locale. This has been used in the installer and the console.
The web panels were much trickier, so we rewrote them using FormMagick.
This uses XML lexicons, such as:
<lexicon lang="en">
...
<entry>
<base>NO_USER_ACCOUNTS</base>
<trans>There are no user accounts on this system.</trans>
</entry>
...
</lexicon>
So the "base" language is NO_USER_ACCOUNTS which we translate in English
as "There are no user accounts on this system.". In 5.5alpha1 you will
find the English L10N text in the panel. In 5.5alpha2 they will be split
into separate files under /etc/e-smith/locale so you can just drop in
L10N files for each language.
