Since freenet uses none of the crapware ubuntu aids infrastructure that
they've introduced in recent versions of ubuntu, any packaging of
freenet for debian should work on ubuntu automatically.

Yes, this is the way to go. It's not hard to run your own APT repo, see
reprepro(1).
