Can’t this be mitigated decentrally if nodes only accept a limited number of
new connections from a given location per hour - and if opennet nodes which
don’t manage to get accepted just change their location?

With invitations this is useless, even if every invitation only contains a
single darknet noderef which is not online all the time, because that darknet
contact can give you opennet refs.
