Instead of each request/insert having its own thread, we could convert requests/inserts into state machines and process them in the context of the UDP receiver thread, with all outgoing packets being queued for dispatch by the UDP sender thread. However, this would be a major change - - are we sure that the large number of threads is what's causing performance problems, or could it be public key crypto or something else we can't avoid?
